Creating a nation

I’m creating a nation in Europe (I replaced Czecho-Slovakia). The problem that I have now is that I cant add teams to my cup competition because they get removed from my main league. Also I can’t find my nation in the list of all current countries when I try to add nation rules. Anyone has experience with this?
