can anyone help me set up an inter-divisional playoff?

i'm trying to set up a playoff league between different leagues (the lower one has multiple series) that would determine the promoted and relegated teams but i can't figure out how to set up which teams participate. 

does anyone have the time and patience to help me set this up?
