How do you create your own league for an existing country? How can I edit databases?

Hi!  I have been playing FM since 1991 but I could never play managing Lebanon or a Lebanese team.  I saw that there was a big list of leagues for FM23.  Can you please either teach me how to create my own league and add my country or perhaps if it is easy you can create a new Lebanese league database?

 

I did help CM back in the 90s in updating club info and player details but that was a while ago! 🙂
