How do you resize a club logo without losing quality?

Made my own club, and wanted to have the icon in the 25x18 size. But everytime I do it through Photoshop, it becomes blurry.

 

Any graphic wizards that can help?

 

Logo i want sized down.

I just use this image resizer website, resize it to 200x200 for the main logo then to 20x20 for icon logos. I've had a few custom logos made and all work fine and not blurry when I've done this.

Could you please resize this image for me? I did what you said, but in-game it still appears blurry
