How to add lower level in Pre Game Editor Nation Rules

Hello there,

I try to create a custom lower league for Malaysia which is in database there's already 1 lower league level 3(Malaysian Division Four League-with 3 groups consist of Central, East and Borneo).

However, stuck when try to add the sub-division inside the Editor as the editor by default adding the ‘Jupiler League’(which is not a league for Malaysia). There's no windows or anything popup asking what league/division to be added as the sub division so I cannot select the relevant Malaysia League for level 3)
