Why does the pre-Game editor not allow me to make extinct clubs, not extinct.

Hi the title says most of it already, but whenever I make a club no longer extinct, when trying to use that club in a save, it says theres a problem as the number of teams is not the same as there actually are. also whenever I press “test rules”, 2 more changes have been made, why is this, can anybody help me.
