Unable to make Loan Offers - please help!

Taken Leyton Orient from league 2 to the Prem and very much reliant on loan players to keep me up as I've no budget whatsoever. However for some reason, the Loan Offer is greyed out despite them being listed for loan and other teams making loan offers. This hasn't happened before. Is this a bug? If so, is there a fix for it? Has this happened to anyone else before? 

EDIT: I've seen a couple of other people complaining about the same thing on previous games, but haven't seen any solutions/suggestion as to why it's happening. All my targets are getting away from me!
