Does this data base update make it possible to manage clubs in very low divisions? For example the club I'm interested in is Fjøra/Fjora FK in the Norwegian Fourth Division. If anyone knows please let me know.

you mean the data update?
if so no it updates transfers/loans/etc
you need to find a Mod with lower leagues made playable for that country

Aah yes, I found the mod I was looking for. Thank you. This is my first FM so it was a bit confusing but now I'm getting more into it 🙂
