This custom file enables Russia + Belarus national teams back into European competitions. I did it for my own simulation purposes, but since it worked decided to share, I don't play normally – custom empty db with fictional players – so I don't really care about realism in any way unlike most of you folks. But in case you wanted them to come back into the distant future which isn't possible right now, this file will help with that.

Also, I used 24.0 for this, not sure if it'll work for you in 24.3 but not sure why it wouldn't but I don't play with that one.
