In FM24's original database, you can play from English Premier League, Championship,… down to Vanarama National League North and Vanarama National League South, which are the sixth tier, for English competition.
So, if you want to go lower than 6th tier, you may have a look at some custom English Lower League database, e.g.

Because I have been away from FM a long time, last time I played FM 2013 I can be unemployed for a year to wait FC United to get promoted for using it. i want to know can this method replica on this version

Well, not sure if FC United is included somewhere in the original database, and can possibly promote like this in this version. Regardless, it's game simulation, so the chance of FC United gets promoted in the 2nd season is just random… not sure how many seasons you need to wait. Of course, it's up to you to test if it still works this way.
Anyway, why not just take control from the beginning? Try some custom database as suggested in the previous post. It's so much easier and straightforward, and you can start playing FC United right away.
