Why is my DoF Scouting?

So he's only set to provide reports to me on scouting assignments I set. Nobody has control to set them up and nothing is actively set up. Yet he's providing me signing recommendation reports from something regularly and costing my club nearly 2k a month, putting me in the red. Is there anyway to stop this besides firing him?
