FM13 England Level 9 Pyramid

I've placed the download in the correct folder, but when I start a new game a I still only get the 13.3.0 update or the default.
What do I do to actually use the downland?

Hi, Can this be used at the same time as other data editor packs, for example competition names and journalists names?

If so is this essentially just an add-on to the game or does it subtract other leagues to make up for these? im really looking forward to using it.

why change team colours? why?!?!?! everything else is great. just don't like Watford being golded coppered colour...
