Can your DOF transfer list players?

I want to make a save where the DOF takes over the tranfers. The only problem i have is that the DOF doesnt tranfer list or loan list. I have seen in a video of lollujo that it was possible in fm 22. Maybe im doing something wrong or its just not possible anymore. if somebody knows it please let me know.
