Ah, that is my bad. I must’ve uploaded a file that hadn’t been verified. You are not doing anything wrong - I missed a step in the process when creating the file.
I will resolve this and upload a replacement version in the next couple of hours.

Just to confirm - I have now uploaded the corrected file for Belgium into the Data Update.
Please note: I think it will be available as part of tomorrow's update onwards. Apologies for the inconvenience - as mentioned, a mistake on my part.

I've just downloaded the latest/current version of the Data Update and it works as expected for me. I am able to enable the file (there's no warning about it not being verified) and starting a new game with Belgium as a playable league also works.
Just to confirm - you have definitely re-downloaded the Data Update and reapplied/installed the ‘sortitoutsi.net FM24 Data Update - Belgium (League).fmf’ file from the latest version of the update?

OK, so just to confirm - the original fault reported (which was that the Belgium file wasn't verified) has been tackled, but your experience is that the progressive league structure rules are not working?
I am in the process of running a simulation using the latest Data Update (including the Belgium file) to see if I can replicate. Before uploading the file, I performed numerous tests including simulating multiple seasons and it was all working as expected for me.
Can you confirm that you are definitely enabling the 'sortitoutsi.net FM24 Data Update - Belgium (League)' file (or ‘Classic FM Data Update - Belgium (League)’ file, if you have the enhanced/paid version) as part of your game setup?

…and just to follow up: I have successfully simulated through to the second season. For me, the Jupiler Pro League was contested by 16 teams in the first season and then switched over to 18 for the second season (as expected). Here are screenshots showing what occurred in my game (please note the in-game date that I simulated until):

It is worth noting that on the ‘Overview → Rules’ section (in-game) for the Jupiler Pro League, if you look at the Current Season/Next Season views, it does say 16 teams for both. I think this is a UI bug in the game itself.
My degree of confidence is pretty high around the file itself working as expected. I would ask that you definitely check you have (a) downloaded and installed the Data Update fully and (b) enabled the Belgium file as part of the game setup.

Sorry man, it works perfect, I didn't simulate through. I was just watching at the rules overview.

No need for apologies - those UI bugs/nuances confused me at first some time ago. The number of teams is not the only thing that seemingly doesn't reflect across - it also doesn't reliably show things like transfer/foreigner rules.
For that reason (and others), I always simulate to test functionality before uploading any of the files I am making with Advanced Rules.

It would be great if you could elaborate on what you have noted that is incorrect in the following thread: https://sortitoutsi.net/content/65384/fm24-league-updates?page=12.
Please note: if this relates to Boavista (and the other teams that have been moved up as a result), this is something we're aware of and we need to do one more pass of the leagues to correct it. If the faults are more widespread, pointing out which teams are wrong does make things a lot quicker to get corrected for whichever staff member takes it on.
