How to create a league phase like Europe

I have made the preliminary round of Asian 3-tiers league like this but I can only make group stages not league phase,but group stages can't hold 36 teams(it can only hold 32),is there a way to make a league phase with 8 rounds in FM editor?

I tried but this league phase is wrong
