I need help with a couple of things related to the FM24 editor, any response is appreciated:

I tried changing the squad submission rules for a league and when I tried to start a career in-game, it said something like “This league has to have 20 teams but it has 19 teams in this database”, anyone know how I can edit the rules of a certain league whilst having the current promotion-relegations on?
I want to change the youth development rating (or whatever its called) for the regens of a certain nation/league, is it possible?
