I am considering to buy FM26, but some people say that there is no Max Dowman in the game.

If so, is there any way to make him available inside the game by downloading some add ons?

no, he isnt old enough

 

he will no doubt be added as a mod data update in time, and probably officially in March winter update when he will be 16
