Nope you have to use AssetRipper or UABEA. Personally prefer UABEA as you can also then package things, AssetRipper only exports.

Not sure. We are facing issues with getting the PES converter ready. I also think @Bluestillidie00 is not having enough time to pick it up atm and I tried it but I cannot easily work with it. Tagging @kitcreator for reference.
