Possible Bug? Unable to offer full time contracts.

I am in my 3rd season on the save and have a database added to manage in the lower league of England. I have just been promoted but going into my third season I can now no longer offer full time contracts, just pay as you play ones, which means any team can come in at any time and steal them? I am unsure if this is a bug or if this is something I can change?
