Verified DB Not Showing In The Game

I edited the Scottish League to 12 teams to add Celtic and Rangers B teams to cinch League 2. The DB is showing as verified, and the two clubs show as being in League 2.  

When I create the new game with the DB added, League 2 still has 10 teams, and they are both in the Lowland League.  I even simulated a season to see if they started in the second season, but that didn't happen.

Can anyone offer some help?
