As the title said, is a global transfer ban possible, say for 10 years… and how?

 

A few years ago I downloaded a database where the premier league had a 10 year transfer ban. It wasn’t perfect because of relegated sides still being banned and promoted sides being able to sign players, but it was a fun career still.
