How do I set up recruitment focuses outside of England?

I am years into a Leyton Orient save and haven't been able to set up recruitment focuses in any other country apart from England. 

 

I have scouts and analysts with knowledge of several countries yet when I go to select a country or competition, it only gives me the English countries or England.

 

Anyone know how to fix it so I can actually scout around the world?

 

At the moment I manually search for clubs and then look through their academy teams, same with national teams and their youth set ups.

 

Can be very time consuming and I know there is an easier way, just for some reason I haven't been able to set up worldwide recruitment focuses.
