CA and PA changes

Recently I've made a lot of changes to the CA and PA of players, looking at how they played this season, mostly top 5 leagues. 

 

I was wondering, If, let's say for example, I gave a player 160 CA instead of 154, will the attributes change directly after the database update ( every 20 min,l? That his tackling goes from 15 to 16 for example?

 

Asking this because I saw no different stats, even when I gave someone -5 of +5 CA ( looking at how he's done this year

 

Mostly , I've given players like +/- 2, will that be visible? Or not? 

 

PS: is it normal that at the start of a save, players determination is different? I've had saves where estevao has 16 at the start, but also where he has 4
