The war is over.
Russia has been absorbed into Ukraine, and a (old) new country emerges with Kyiv at its centre. Everything from Russia is moved into the new country. All stats and records are reset at both national-team and division level so everything starts from scratch. Naturally, clubs’ and players’ histories remain untouched.
The league structure features 5 professional leagues with 20 teams each, with promotion and relegation, but no relegation from the bottom tier.
The same structure is mirrored for U23 youth teams, except U23 divisions have their own promotion/relegation and are not tied to the main leagues after the first season.
Both levels also have their own Cup competitions.

Download the zip archive and unpack it. Move the graphics and the editor data folders from its main directory into your C:\Users\????\Documents\Sports Interactive\Football Manager 26 folder or its analogue. Watch for file conflicts if you use logo packs — remove their versions so this mod’s graphics are used.

- Slightly increased facility and stadium scores — purely cosmetic, just to make the experience nicer.
- Increased the stature of Ukraine (now Holy Kyivan Rus) and made naturalisation easier to make things more interesting.
- The 100 clubs selected for the new leagues are mostly chosen and ordered by reputation, but not exclusively.
- Ticket prices significantly increased across the board while staying realistic and still lower than in more advanced European leagues — needed for financial viability during a nation-building save, since prices barely adjust in the base game.
- De-sovietisation of the most obvious/important names and toponyms.
- All leagues use 5 out of 11 substitutes.
- All Ukrainian clubs are restored to their proper stadiums/cities.
- FC Tosno is restored in place of Leningradets.
- The national team and cup finals will now rotate stadiums instead of always using NSC Olimpiyskyi.
=== Possibly FAQ ===
Q: Russian clubs are overrepresented in the divisions / I want to see fewer of them.
A: This is tricky for two reasons.
First, reputation is the only attribute usable for distribution, and Russian clubs have significantly higher average values, so it took a lot of effort to avoid an even heavier Russian skew. I included at least 15 Ukrainian clubs ahead of more “reputable” Russian ones to compensate.
Second, since I’m Russian myself and not deeply familiar with Ukrainian football beyond the more well-known teams, I might have overlooked some Ukrainian inclusions in favour of Russian ones I simply know better. I’m happy to consider feedback.
Q: Why U23s? It’s an awkward threshold — most people prefer lower.
A: It’s just my personal (possibly weird) preference. I like having one youth team that’s as broad as possible. You can change this in the editor fairly easily, although it requires a lot of tedious work: updating every club’s reserve setup and then adjusting the competition settings. But it’s completely doable even without being an expert editor user.
Q: I’m wary about bumped facility scores, stadium attributes, and/or ticket prices. Are you sure this won’t cause imbalance?
A: I can’t guarantee anything, but here’s the reasoning:
- Facility scores: Increased very mildly — “5–10% across the board” would already be overstating it. It doesn’t meaningfully affect anything unless you’re doing a nation-building run, in which case it just saves clubs a season or two of upgrades. Youth-related attributes got the biggest bump so regens are slightly more interesting, but even that is minor.
- Stadium attributes: Capacity, pitch deterioration, stadium condition, surroundings, and creating missing training-ground stadiums for clubs. The only major change is increased attendance across the board — sometimes quite significantly. Everything else is minor. Higher attendances improve financial stability (which I consider a positive) and reduce the number of depressingly empty stadiums.
- Ticket prices: These are massively increased. Two reasons:
- Financial stability, so the league ecosystem isn’t permanently broke.
- Without this, it’s almost impossible for the nation’s clubs to financially catch up with leagues like the Netherlands, Belgium, Portugal, etc. If you want a realistic chance at building a nation that can challenge the top 4 in Europe (beyond just your own club boosting coefficients), this increase is essentially required.

This particular scenario is geopolitically agnostic, I just added some flavour to its description. Kyivan Rus is where Russia began it's history as well (primarily) so both countries have legitimate claim to that historical entity. Removing Soviet names is just my personal preference and it's something I think Russia should've done in 1991 across the board.

Sorry, I couldn't be bothered to touch that part of the game at all so no idea.
Given that I moved everything that was Russian into the Holy Kyivan Rus, including staff, clubs etc, it's probably just two competitions running in parallel but with the Russian part being disconnected from UEFA as it is by default, since I didn't change rules for it (ie to incorporate it into the previously Ukrainian league structure).

The exact instructions will depend on what exactly you want to achieve. For instance, it would be completely different if you want to just add a few best teams from Belarus into the existing league system (you'll have to move a few clubs around, nothing too crazy) or if you want to move Belarus in its entirety into the new country basically (which is what I did with Russia) - that would be much trickier, much more work. So let me know what you have in mind exactly.
Another thing to consider here is that Russia is banned by UEFA and therefore, moving all its clubs and people into a new country doesn't affect much outside of it at all. With Belarus still being a current participant in UEFA/FIFA tournaments, you would need to keep that in mind while making changes (ie if you move all the clubs to Holy Kyivan Rus, who will play in UCL and other international tournaments?). But again, if you just want to move a few teams from Belarus to the new league(s) then this concern would be irrelevant.

Basic changes, the easy part
In the Pre-Game Editor, load the module and do the following:
Cities → filter
Nation = Belarus→ select all → bulk edit → change nation to Holy Kyivan Rus.People (staff and players) → same filter → change nationality to Holy Kyivan Rus.
Clubs → same filter → change “Based in nation” to Holy Kyivan Rus.
Deciding on the updated league structure, the first hard part
HKR has:
Those 100 clubs permanently define the professional pyramid.
So it’s not enough to just change the nation of Belarusian clubs or dump them into HKR’s lower league pool. You must:
Each division must have exactly 20 teams at the end.
You can change the number of teams per division, but that requires editing Advanced Nation Rules. I won’t cover that here.
Second (and potentially breaking) issue: Belarus & UEFA
Belarus is still expected to provide clubs for UEFA competitions.
After editing the module, run the rule verification. If validation fails because Belarus has no eligible clubs for UEFA qualification, you’ll need to resolve that manually.
There’s another structural risk: Belarus is a playable nation in Football Manager. That means it has its own league system with required team counts (e.g., Belarusian top division, etc.).
If you remove too many clubs, those competitions may no longer be able to start. The pre-game editor might not catch this during HKR rule testing, but it can break your actual save when launching the game.
Monitor this carefully.
As I said earlier, moving only a limited number of clubs/cities/people into HKR would make the process far safer and more deterministic, since you could preserve Belarus’ structural integrity while still achieving your objective.

Thanks. I believe so, yes. I'm happy to look into any specific issues if any come up too, but I'm not actually playing FM26 myself so I won't be fixing anything proactively. I built this mod during the first week after the game's release and since then it looks like it's been working fine through all the subsequent patches so hopefully, it will survive this patch just fine as well.

Thanks for taking the time to mod these leagues into one combined league. I would not usually have they set as playable otherwise.
Also, thanks for posting the instructions for others to mod their own database. I used to know how to do it and create new competitions in FM24 but, unfortunately, I don't have access to the pre-game editor.
I was wondering/hoping you would create similarly combined leagues for the Balkan region; Croatia, Serbia, Bosnia etc and a Scandinavian combined league with Sweden, Denmark, Norway etc.
If you, or anyone else, does it, it will be much appreciated.

Not gonna lie, I have no interest in projects like the ones you outlined myself since I can't even play FM26 due to it being buggy on Linux - it would require a whole lot of effort that I wouldn't even be able to test. However, for what it's worth (probably not much) I can explain in detail how something like that can be done and possible pitfalls for that sort of thing.

Thanks for offering to explain in detail how to make the changes to combine leagues, but I sadly do not have access to the pre-game editor. I wish I did.

Thanks. I'm ok with not being able to play the game tbh, since I don't like it that much anyway - it's still missing several extremely important features for me. My favourite version is FM 2021. Nevertheless, I spent around a hundred hours on the HKR and some other editor projects, while never actually getting to play with it properly - building it was more interesting than actually experiencing it in the game. However, the critical part here is that I could at least test it, which is obviously important when you are building these custom leagues. I would not be comfortable releasing that stuff to the public untested.

Если сборные будут работать как раньше, то, по идее, не должно быть проблем. Я делал похожий мод для себя в FM22 и там в итоге просто все за Киевскую Русь играли, так как единственное, что имеет значение для сборной - это являешься ли ты гражданином страны и не заявлен/объявлен для игры за какую-то другую. К лигам и прочим клубным делам это вообще не должно никак относиться.

Лично я не считаю эти цифры чем-то невероятным, скорее несбалансированным относительно остальной лиги. В целом согласен, что первых трех точно нужно немного приструнить через уменьшение цен на билеты и/или уменьшением посещаемости, что больше нравится. Я не уверен, но, по-моему, их можно изменить даже во внутриигровом редакторе.
А, ну и еще если они вдруг продали на дофига денег игроков в первый же сезон.

в еврокубках в первом сезоне участвовали ток Динамо Киев и Шахтер
русские клубы которые я перечислял там не играли
в топ 3 лиги зашла вроде только одна команда из русских которые я перечислял
прогнал сезон без мода просто в чемпионате России у перечисленных клубов в 1.5-2 меньше денег на 2 сезон
продаж на большие суммы не было
+15 максимум кто-то заработал
как болельщик ЦСКА для нас тоже слишком большая сумма трансферов
хоть сейчас и появились спонсоры но такие суммы не тратятся за сезон

Я, кажется, понял, в чем проблема. У нескольких топовых российских клубов в базе прописаны какие-то зверские спонсорские сделки, которые при том еще и постоянно увеличиваться будут от года в году. Я эту часть игры вообще не трогал, к слову, это из оригинальной базы. Я постараюсь выпустить обновление, где я эти цифры порежу (так как в связи со значительно повышенными ценами и билеты и посещаемостью это дает слишком сильный кумулятивный эффект), но для уже существующей игры это исправляется через несколько минут в in-game editor'e тоже. Из клубов помимо 4х перечисленных тобой там еще Ростов, Динамо и в меньшей степени Локомотив и Рубин являются заметными бенефициарами этого. При этом с украинской стороны этой проблемы нет, база куда более адекватная.
