Transfer centre (target exclusions, pls help)

Basically, id love to start a building a nation save but when i try to exclude overseas clubs when loaning out and click confirm the screen goes blank until i go to a different tab and come back (which removes the filter i set)

 

ive tried just offering out on the blank screen but the exclusion of foreign clubs isn't applied

 

Any known workarounds? thanks in advance for any help
