However, in the Live update there are new contracts, attributes, etc., but no new transfers.

Are you reporting this based on using the files in-game, or are you just going based on the filenames?
In the Data Update, all of the ‘transfer data’ is in the file named ‘Contracts’ and a core part of what the Data Update includes is up-to-date transfers…so at any time, the version of the Data Update you download should contain all of the latest, approved transfers.
