Was is the difference between UPDATED / APPROVED and in which order do they apply? 
Does approved means it is already in the DB? Or approved is pending the UPDATED label?

‘Approved’ is the version that is actively in use from any given contributor.

 

You will note that whenever there is an ‘Updated’ instance, this has a later ‘Approved’ instance from the same contributor.

 

All ‘Approved’ instances are factored in to the overall calculation that you'll see in the Data Update - not just the most recent one, from the most recent contributor.
