Where is the FM14 Pre-Game Data Editor?

I apologize if my question is obvious to most of you, but I am hoping someone can help me? I am on long standing FM fan returning after a few years away and after downloading the game on Steam a few days ago I am trying to wrap my head around all the changes. One of the things I used to love to do was to to use the FM Data Editor. I have looked everywhere inside and outside the game, but I can't find where the Data Editor is it. Where is it? Is it a separate program that I need to download and run outside the game or am I missing the obvious in the game? Any help would be appreciated.

Access Steam > Library > Tools > Football Manager 2014 Data Editor > Install

That should install it.
