Transfer hikes when bidding. Must be a bug !!

Has anybody else had a bid for a transfer listed player rejected and then the asking price hiked?
I am currently in my first season with Chelsea on FM2013 and for example, Tom Cleverley was transfer listed by request with an asking price of £12m, I bid the asking price and Man U reject it and hike the price to £17m, This has happened for almost every transfer listed player I have bid on !!! It just doesn't seem right !!!

They might have took them off the transfer list, Lille wanted 17m for Debuchy. And then when I bid they wanted 24m as they took him off the transfer list like 1 day after I bidded.
