Big budget, small staff sallary Help

I changed all clubs in serbian league reputations, gave them lots of money and huge wage budgets. But still i have problem when i want to offer contract to staff, i cant give them more than 2.5k weekly. My weekly player salaries are up to 300 k weekly. When i ask board to give bigger budget for any staff wages they decline me. Also when i ask for more coaches, scouts etc. thy tell me they can't be because of ffp. Is there any way to fix this? Clubs buy top players but new head coach has 3.5k salary. (moyes in red star for 3.4 k wage)
