Disabling every change I make

Can anyone tell me why, almost every single change I suggest, is listed as disabled but then someone with the exact same change has theirs listed as enabled a little further up the list?

I know that I'm not suggesting duplicates, because if I see that the change has been made prior to me making it, I will just go back and find a new change to make.

Am I doing something wrong or something? I would like to know so that I can change whatever it is I am doing to stop cluttering up the list as it makes less change visible for when I edit my own custom database.

u're making contracts ending this next month, we are assuming that they have one year contract, so should be until 2017
