Saint Pierre and Miquelon is not a member of federations CONCACAF or FIFA. https://en.wikipedia.org/wiki/CONCACAF
I do only countries members of continental federations. There is 41 members in the CONCACAF and they are all playable!

You must have the files you want to use directly in Documents > Sports Interactive > Football Manager 2017 > editor data, i.e. you need to take them out of their subfolders as they are when you download them. Once you do so and you go to start a new game, you should have a whole array of new leagues to choose from.
