Is there a way to edit the rules of squad-registration for the Premier League and Europe on Football Manager 2013? Like on FMRTE, the official editor or something?

i'd also like to know thanks, i heard to untick squad numbers in the editor but that didn't work

You can, but you have to recreate the league to do so

Yea in my research that seems to be the only option. I'm not skilled with the editor though and my attempts at it resulted in deleting playoffs and a Community Shield match after the first game of the season.
