I can see your point, however the Olympics, World Cup, Euros etc Cutout threads only occur once every 4 years and are quite topical. Tournaments only last around a month on average, have settled squads and we generally manage to get very HQ sources for them. This is not necessarily the case with UEFA competitions, which are spread over the season and for which we do not necessarily get such good quality cuts.
I think they can be easily posted in the teampack request thread, as was the case last year. Apart from Rowan's recently-released Europa League 11/12 Vitoria Guimaraes pack, they were all cut in good time last year. I don't think there's a particular need for such a thread this year, simply for the reason that UEFA seem not to have uploaded 400x600 images and that there will therefore be very little sources which will result in improved MP images imo.
