Squad registration issue

I have made a Scandinavian league system merging Denmark, Norway and Sweden which is almost finished. Everyhing seems fine, except that the other teams don’t register their players properly. The rules I’ve set up might be a little strict, but I’m almost able to register the entire first team with two or three 3 star players being left out when I try managing a team. However, the AI seems to have troubles registering.

It keeps the squad at the minimum of 12 players (which I don’t know why it’s set at) and leaves out major players. For instance does FC Copenhagen not register Federico Santander and Brøndby IF doesn’t register Christian Nørgaard (some of their very best). When I manage the teams, I can easily make room for major players like those.

I would be very thankful if someone could identify the source of this problem. Here are the Fixture Rules:

I solved this problem by simplifying the rules, removing minimum ages and goal keepers. Now the other teams register fine.
