Has anyone else noticed that the legends for most national teams are random players?

E.g. Wes Brown, Gareth Barry etc for England?

Wes Brown is a beast!!! lol, in my game, he gets an 11 rating in all his matches

I've only checked European nations but it seems to be the better teams that are affected in my game (england, italy, spain etc) while many of the lower ranked ones seem ok. In my game im using an unmodified default database with all standard european nations loaded and playable on a large database with around 115000 players loaded.

I'm using a few different databases but all seem to have the same problem

It's like the creators of the game got bored half way through n stopped putting them in. Has anyone got a fix for it?
