Hi, I try to sign a free agent. This comes up?

I also tried to offer a young player in my team a contract but I could not adjust it, only thing I could do was "walk away" as here.

Does anyone know what this is all about??

PS: My wage spending is well under my wage budget.

seem super bizarre ! i have never seen such thing in my career. do you have a transfer ban? is the player angry at you? i can't really think about any reason! you tried on all players? some new signings ?
