Quick Question;

I'm aware of the negative numbers provided for potential ratings. But how do I read them? What does -8 mean? And for the fixed potential what does that number mean?

For instance;

Sydney van Hooijdonk has -65 potential.
What could be his potential regarding 0-200?

His teammate Thom Haye has a fixed potential of 71.80.
What would be his potential regarding 0-200?

Is it just multiply by 2? That would mean that a player on second tier in Holland would have a potential of 143 and a CA of 136? That would almost make him the best in the whole country! So, anyone fancy an explanation?
