Anyone else having issues downloading via Steam..

Hope you're doing well!

Is anyone else having issues downloading the game?

My Steam download keeps stop starting and will then tap out completely at like 1.8GB then 2.1 GB and so on..

I have been googling and have tried changing the download server and clearing the download cache, etc without luck, so in a last desperate attempt I thought I would reach out to you guys.. Does anyone have any thinking outside of the box advice? I've never had any issues downloading the previous versions and the only other difference is that I have recently installed Norton 360, so could that be doing anything to crash the download?
