Edit World Cup/Continental cups

Hello, I'd like to edit some rules for international and club continental competitions but I can't add countries when I add club continental/international rules. Is there a way to do so ?

I also having this problem, I can change league number of subs, but I can't seem to get it work for World Cups and other international fixtures
