Substitutes problems

Hi, I'd like to ask

After my first season, the game allows me to have only seven subs and make 3 of them instead of making 5 out of 9; 

how can I change that? I am playing in the premier league with the Man City team.

I am not sure it happened because I added the Italy league in my second season.
