Ability and Potential %

Hi guys trying to create an optimal save for youth regens in the game world but also a balanced one.

One thing that confuses when reviewing clubs to inform my league selection is the ability and potential ability %, I am not sure how to interpret what that means.

For example brazil teams PA% is lower than say Switzerland, but Brazil have a higher youth ranking.
