Point Deduction - Editor issue

I'm trying to give Leicester a point deduction from the start and once I do it on the Editor and start a new game the Premier League just says it hasn't been scheduled yet? And it just never happens.

All other leagues work fine just the Premier League has no fixtures and doesn't start. I've tested rules etc. Any ideas?
