Error Transfer budget 0

Hello everyone,

I downloaded the latest update and put it in the game files, but when I start a new career selecting the changes and all the sortitoutsi leagues, all the teams have transfer budgets and salaries 0, and next season's budget is also 0, does anyone know how to solve it? ?
