England - No foreigner limits

Removes work permit restrictions for all competitions in England. Including the limit of 6 U21 signings per season.

Allows you to hoard those wonderkids!

My first attempt using pre-game editor but seems to work from my testing as the warnings are now removed when you finalise contracts for U21 players.
