Trouble installing retro database facepack

Hi people I'm trying to install the 21st century database facepack and I'm having trouble can anyone help please as I want to enjoy the game with full experience so when I'm going g onto the down load of 21st century database and clicking the facepack link I go to the page it directs me to it has a face file which I then download and extract once it's extracted I move it to the face file in the graphic file go into the game clear cache and reload skin and nothing loads and I don't know why can someone please help me
