How to set up an excisting non-playable low league as a playable one

Hello, guys! I need help. How to add the Bulgarian Third division as a playable league in the game. The league is in the original databae of the game, including all of its 4 sub-divisions. I don't know how to make it playable and i didn't find tutorial for it. If anyone can help, I would be very thankful!
