Based on real-life reports, this puts the 5 Welsh clubs based in England into the Welsh League Cup and makes it qualify a team for Europe.
Note that Wrexham, Cardiff, Swansea etc stay in the English leagues but shouldn't be able to qualify for Europe from them anymore, only via this new route into the Europa Conference (and by winning that, the Europa League, and so on, like the Liechtensteiner teams), or the higher competitions by increasing Wales' coefficient.
