I maybe wrong but I think the social crews are over all platforms as when you make it it dont ask for which platform and on the one you made it has a dropdown with all 3 platforms

No but aslong as your in crew no matter what console the person in crew is on it should boost the crew ratings so say the xbox lot and PS lot both rob a bank on there console both will count for the crew
