They aren't going to bother getting licenses for new leagues, or adding smaller countries, unless something like the Premier League or Bundesliga suddenly become available, as the editor allows people who want stuff like African leagues, etc. (and it's only going to be diehards who do) to add them

Vector Logos
Vector logos are very high quality logos that usually need photoshop, illustrator or other decent graphics program to use. Examples of vector logo formats are .eps, .ai and .svg (often found on wikipedia)

As well as these, wikipedia often has svg files (an xml based vector logo type for web use) which can be rendered as high quality png files. Also think about trying the localised wikipedia sites (de.wikipedia, fr.wikipedia, etc.) as they can often have better images than the english site.

These are the more usual image format (.png, .bmp, .jpg, etc.) these can be found in lots of ways (like google image search)

IMPORTANT: The action file for these logos will not create the logos for you, it merely automates some of the steps. You will need to make some decisions yourself along the way.
p.s. You'll find the action file download at the bottom of this post.
Before creating any logos, make sure you have a folder called Logos on your C: drive. Inside that folder create folders called Normal and Small, this is where the logos are exported to.
You'll also need to make sure any images you wish to turn into ESS logos are of a good quality and size (around 250 pixels in width or height is the minimum I'd use. Also, no more than 500 pixels in width or height, or the effect is lost), RGB format images with a transparent background. Also, make sure the image name is what you want the completed images to be called.
Here are the actions that you'll be using:
Step One:
Taking a logo like this:
Play the Setup Base Layer (F2) step, which should give this:
IMPORTANT: before executing the setup base layer action, make sure that you have selected the colour you want the depth effect to be (usually the same colour to whatever is at the edge of the image).
Now, if the depth layer is particularly dark, you'll want to change the overlay to something lighter
I use white and 5% opacity as the overlay value.
Step Two:
You'll need to pick out details of the logo to be extruded, using the magic wand tool. Once you've selected what you want, hit CTRL + J to create a new layer. Don't go crazy, as you may spoil the shine effect.
Step Three:
Once you're happy with what you've selected, select the new layer (not the base layer), and play the Create Effect Layer (Light) - F3 or Create Effect Layer (Dark) - F4 action depending on the colour of the layer, light/F3 should be used for dark layers, and dark/F4 for light layers. This should give you something like this:
Step Four:
You should already have the gloss layer selected (if not, select it), then use the elliptical marquee tool to select an area over the image.
Now, if you've got a dark highlight (as above) then you just need to delete the selected bit (DEL). If you've got a light highlight, then you'll need to invert the selection (CTRL+SHIFT+I) before deleting.
If you've selected things where there's more than one colour, as below:
Then you'll need to use the Change wip depth colour (SHIFT+F5) action. Simply choose the wip layer, and select the bit you want to change the colour of (having already selected the colour to change to, obviously). Then simply play the action.
Step Five:
This one's easy, just play the Finish Effect Layer (F5)
Step Six:
Now, as with the effect layers, play either Complete Base Layer (Light) - F6 (for a light effect) or Complete Base Layer (Dark) - F7 (for a dark effect). Then use the elliptical marquee tool to remove the unwanted section
Step Seven:
Just play the Export Logos (F7) action, and the logos will be saved to the relevant folders.
